Extending an idea from the Central Area Plan to bridge the expressway between Madison and Monroe, this plan proposes a whole series of park bridges over the Kennedy Expressway.

Building masses are arranged to preserve skyline view corridors from the west.

The geometry of the buildings and bridges was designed to channel clean air into the parks, and the plantings are intended to reduce carbon dioxide emissions from the expressway.
